It took a while for European transport policy to emerge and its evolution has been slow. During the 80’s the common markets started to play a role in transport thus liberalization became the main idea of transport policy. So the question whether there was a European transport policy in the 90’s wasn’t so clear as transport mostly concerned infrastructure and to relate it with policy was something unheard of. Nowadays things have changed as we have entered in a new era and transport policy is directly linked with intermodality and strategic planning.
